Grant, your layover in Beijing will be covered by 24 hour visa free transit and not 144 hour TWOV because your stay in Beijing will be less than 24 hours. To be allowed to exit the airport you will have to apply for a temporary entry permit upon your landing in Beijing. You have to know, that the issuing of temporary entry permit is not a passenger's right, but a privilege that depends upon discretion of immigration authorities. Since your layover is quite long, you are advised to join a tour for a visit to the Great Wall and you should bring a confirmation for that tour in hard copy to be enclosed within your application for temporary entry permit. Having the mentioned in your hand during your application will practically grant you an entry permit.
