No, they are not suspended. Most of the passengers flying on 24 hour visa free transit imply that they are automatically entitled for temporary entry permit, but this is not the case at all according to the visa free transit rules. In reality, a temporary entry permit is not at all a passenger's right, but a privilege that depends on immigration authorities discretion. In some cases, the authorities simply have to grant this permit in case when passengers travel on separate tickets, when they change means of transport or in some other cases where it is impossible to keep the passengers within the transit area of the airport.
Sometimes, the authorities deny the entry to the passengers wishing to exit the airport on their long layover when they do not enclose accommodation booking confirmation. Also, during several dates within a year, as is exactly right now with the arrival of China National Day Golden Week, they tend to be more rigorous because of the security reasons.
