About:How to Travel to China without a Visa

Temporary stay permits suspended for stay less than 24 hours

We just spend 16 hours on Shanghai airport as they would not let anyone leave the airport staying less than 24 hours. Have the rules on this changed? We were allowed to leave the airport the last time we were here.

I'm not sure why my response was deleted but it covered what zupan wrote. The official wording in TIMATIC states you must stay in the international transit area on 24 hour transit. The entry permit is different thing which is not guaranteed.

Visa required, except for Passengers with a confirmed onward ticket for a flight to a third country within 24 hours. They must stay in the international transit area of the airport and have documents required for the next destination.

No, they are not suspended. Most of the passengers flying on 24 hour visa free transit imply that they are automatically entitled for temporary entry permit, but this is not the case at all according to the visa free transit rules. In reality, a temporary entry permit is not at all a passenger's right, but a privilege that depends on immigration authorities discretion. In some cases, the authorities simply have to grant this permit in case when passengers travel on separate tickets, when they change means of transport or in some other cases where it is impossible to keep the passengers within the transit area of the airport.

Sometimes, the authorities deny the entry to the passengers wishing to exit the airport on their long layover when they do not enclose accommodation booking confirmation. Also, during several dates within a year, as is exactly right now with the arrival of China National Day Golden Week, they tend to be more rigorous because of the security reasons.

CDKING, maybe you have mixed up the location of your answer. You have replied to CR from Australia on Sep. 27. under 24 hour visa free transit thread concerning a very similar question. Anyway, maybe your answer was really deleted because I have noticed that several my answers were deleted too. It has probably something to do with the moderation?
