Change Visa application from Tourist to student

I needed to change my University to a different city and entered China on a tourist visa initially to facilitate this change as I had to do in person after I arrived in China. I have now got my JW202 and have been asked by the Uni to go to Hong Kong Embassy to change from tourist to X1 as they say I have to leave China and re-enter. We have rented an apartment and we have our approved Accommodation Registration form for Foreign Nationals. Do I need to leave China to do this? If yes can I do this exercise in Macau or Hong Kong and can it been done in one day? Do I need to go online to complete application? Any advice would be most welcome.

Before leaving for HK, you can try to convert this at the Exit and Entry Administration in the city where your uni is located. If you go to HK, you need to apply for a student visa at the CVASC there. The fastest processing may take two working days. You don't need to do the application online.
