About:24-Hour Visa-Free Transit

Why can I not find the 24 hours visa at the official website from the Chinese embassy?
I am wondering if it is possible to book a flight with 2 stops in China (in less than 24 hours)
For example is it possible to do:
Amsterdam - Shanghai - Shenzhen - Auckland
Amsterdam - Xi'an - Shanghai - Auckland
Amsterdam - Beijing - Shanghai - Auckland

Because the actual job of immigration control is the job of another department's and not the embassy's or consulate's and there is virtually no communication between them. All of these routings are fine as long as the scheduled transit time in the entire country is under 24 hours.
