John, you are eligible for 144 hour visa free transit in Shanghai area in principle. Anyway, your itinerary has to fulfill the following conditions to be really eligible:
- Your flight from, I assume, US to Shanghai should not have any additional landing within mainland China and in the country where your cruise will have its first port of call, immediately after Shanghai.
- Your cruise is not allowed to have its first port of call, immediately after Shanghai, in mainland China.
So, if the above conditions are fulfilled, then you are definitely eligible for 144 hour visa free transit in Shanghai area.
You will not apply for 144 hour TWOV in US. You will just declare at check-in in US airport from where you will fly to Shanghai that you will travel to (here you will mention your first country after Shanghai on your cruise itinerary) via Shanghai using 144 hour visa free transit. Keep in mind to have your cruise ticket in hard copy. After a short check, you will be allowed to board the plane.
Upon your arrival in Shanghai, you will approach 144 hour TWOV counter, fill out the blue form, present your cruise ticket and very soon you will be allowed to exit the airport. That's it.
