144 Hour Visa-free exemption for US-Shanghai-Hong Kong-US for UK Citizen traveling from US

Is it possible to use the 144 Hour Visa-free exemption for transit for a UK Citizen traveling from the US to Shanghai, staying less than 48 hours in Shanghai then going to Hong Kong before returning to the US? I don't see an option on the form to show the "TO" city of Hong Kong. I am using the USA as my "FROM" city Should I only show the USA as the "TO" city as well? Thank you.
