The main question here is, whether the itinerary will be eligible. To explain. The mentioned Philippine citizens have to arrive to Shanghai directly to Shanghai by a direct flight from a country that cannot be mainland China and Japan. This is the first condition.
The second condition is the length of the entire transit. It is counted from their scheduled arrival by plane, until their scheduled departure by cruise ship. Here I repeat, the only thing here that matters is scheduled time and not the time of actual immigration control. Please, have this detail in mind. If this time is less than 24 hours, they are perfectly eligible for 24 hour visa free transit in Shanghai area and they can do exactly all that you have mentioned. Anyway, in case if their entire transit time is longer, just for one minute than 24 hours, they will have to obtain a Chinese visa in advance.
The mentioned Philippine citizens will definitely have to present their cruise tickets in hard copy even before they depart for Shanghai, i.e. they will have to present them in the country from where they will depart to China because these tickets are the real proof that they are really in transit. Hotel confirmation is a convenient addition.
