About:Tax Refund

Is there a Shanghai downtown center where I can submit a tax refund claim?

Also my understanding is that the item inspection is only during the custom stamping. After that I don’t need to show the purchased item again at the refund counter. Is that true?

No, you need to get the refund at the airports. And you are right, you need to show the purchased item again at the refund counter.
