About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

hi i am in shanghai by air on 27/03/20 then to Tianjin and leave at 1800 on 03/04/20 am i safe

Unfortunately not because you have one day more than it is allowed. As you can see, 27/03 is not counted against 144 hour visa free transit, but even without 27/03, your departure on 03/04 means that you intend to depart from China on 03/04, i.e. on your 7th day and that is not allowed. In other words, you need a Chinese tourist (L) visa obtained in advance or to rearrange your travel itinerary to fit within 144 hours (6 days) time frame.
