You are definitely eligible for 24 hour visa free transit, but you should take care that your transit time is less than 24 hours and more than 3 hours to be allowed to accomplish a procedure that is quite time consuming. It is hard to say whether you will be checked all the way from Bangkok to Sapporo because in most cases the passengers on international to international flights transits are not checked for their entire journey. In reality, you should expect that you will have to go through an immigration inspection upon your arrival, then you will follow the group of the transit passengers led by an airport official. You will also collect your luggage and perform new check-in. Please, just be patient because an airport official takes all the passports and in the end of the transit process he/she returns them to their owners. Nothing to be afraid of because the passports are never lost or damaged. OK, a bit specific and according to some a bit bizarre way of handling of transit passengers, but if your ticket was cheaper that through the other airports, it was worth it :)
