About:240-Hour Visa-Free Transit

USA>Beijing>Tianjin>Cruise>Japan...

I am flying into PEK, staying 3 nights, then taking a one hour train to Tianjin cruise port, boarding a cruise ship, then heading to Japan, Taiwan, Hong Kong, Vietnam, Singapore. (1) Does that qualify for the 144 no visa? (2) Are there any restrictions to the 144 no visa if I’m there during Oct 4-7 (which is during National Day week)?

There are no restrictions and you are eligible for 144 hour visa free transit. You should just take care that your flight to Beijing doesn't have any additional landing of any kind in mainland China and in Japan.
