If Chengdu is your only stop within China, you are eligible for 24 hour visa free transit. To be allowed to exit the airport, you will apply for 24 hour free entry permit upon your landing in Chengdu. You are encouraged to book your accommodation in advance and to bring the confirmation with you in hard copy. You will enclose this confirmation with your application and I can say that you will be granted an entry permit practically for certain.
