About:24-Hour Visa-Free Transit

Huangshan, Mudanjiang, Yanji, Fuzhou airport

When Huangshan, Mudanjiang, Yanji, Fuzhou airport are not the first airport in Mainland China,

ex) Country A -> Another airport in Mainland China -> Yanji (or 3 airports) - > Country B.

Is the passenger eligible for 24 hour visa free?

No, it is not. I understand your logic, but still there is more than a good chance that you will be refused boarding the plane in your origin country as soon as they see that one of the airports that you intend to fly through is on the "no 24 hour TWOV list". Anyway, recent reports indicate that Fuzhou airport is becoming eligible for 24 hour visa free transit, but regardless of the mentioned, I would not suggest that you try your 24 hour TWOV luck at Fuzhou airport too even if it is your second stop in China.
