Withholding a Cancellation Letter

Hello! I’m trying to get my work permit transferred but my company is saying they would cancel my work permit and withhold the letter, making it impossible to transfer. Is it legally possible to withhold the cancellation letter from me?

Your former company have the right to withhold the Cancellation Letter to cancel your former work permit and you also have the right to obtain a Cancellation Letter to apply for the new work permit. Just negotiate with the company and see if there is a solution.
