Transit Visa

Hi I am holding Indian passport and flying from Manila to Los Angles i have 12 hours Transit in Xiamen do i need Transit visa? .

No, you don't. Your itinerary is definitely eligible for 24 hour visa free transit in Xiamen and you don't need nay kind of visa. You should just have your flight tickets in hard copy and declare in Manila that you are traveling to Los Angeles via Xiamen using 24 hour visa free transit.
