The Legalization Procedure is as follows:
Step 1.
For educational certificates, they have to be notarized directly by Ministry of Education of Malaysia or Ministry of Higher Education of Malaysia. The certificate of non-criminal record should be notarized by Ministry of Foreign Affairs Malaysia.
Step 2
To have the document submitted to the nearby Chinese Visa Application Service Center and legalized by the Chinese Embassy.
Before you go to service center to submit the notarized documents, you should make an oppintment at its official webiste.
