About:Apply for China Visa in a Third Country

Argentinian citizen, traveling in Europe

I'm an Argentinian citizen, currently staying in France. I don't have any certificate of residence because I'm just traveling in the EU. I only have a tourist Visa for the Schengen zone. Could I apply for a tourist Chinese Visa from a country in the EU?
