Hi, my question es the following

If my flight arrived at pekin from Seúl at 4 10 pm and i’m Going to Los Angeles the next day at 4 25 pm, can i apply for the 24hr twov

Unfortunately not. You need a Chinese transit (G) visa obtained in advance or you have to rearrange your flights. Your itinerary is exactly 15 minutes too long to be eligible.
