About:144-Hour Visa-Free Transit

Hello, I will fly from Amsterdam on the 17th of September to Shanghai (one stop in Frankfurt).

On the 22th of September I will fly to Hong Kong and fly back to Amsterdam (via Frankfurt) on the 2nd of October. During my stay in Hong Kong I will travel to Shenzen (maximum of 3 days). I assume the 144 hour via free transit is applicable for my stay in Shanghai. I do not need a visa for Hong Kong. For Shenzen I will need a visa. Is it possible to get a visa at the border Lo Wu in Shenzen?
Thanks in advance.

You can do 5 day VOA for Shenzhen at Lo Wu. You will be required to stay within Shenzhen and cannot travel outside the city
