About:240-Hour Visa-Free Transit

Arrival Departure Card

do i need any proof i will be attending the WFNS2019.com?

Does the Arrival / departure card ask for anything else?

i plan on buying the ticket on site, etc.

You can either a) get a visa or b) fly nonstop FRA-PEK-AMS or ZRH or whichever country that is not Germany (that means you need two one-way tickets). If you are going for the latter option then all tickets must be purchased in advance.
