About:China Visa Entries / Validity / Duration of Stay

My visa states Enter Before 28 August 2019

Can I enter on the 28 August 2019 or must I enter one day before (27 August?)

You can enter before the last minute of August 28, 2019, but I don't advise you to risk that. If there is any flight delay, your visa will get expired before you enter.
