About:24-Hour Visa-Free Transit

24 hour transit without visa NOT IMPLEMENTED YET

I hold Indonesian passport and was travelling from London to Tokyo via Beijing. I tried to apply for 24 hours permit to get out from the Beijing International airport. But, they say this 24 hours permit is not implemented yet! I am not EU citizen hence cannot apply for 72 or 144 hours visa either. So, I needed to spend the night in the airport!

A 24h transit doesn't mean that you're allowed to leave the airport.
If you wanna leave the airport you have to ask for a temporary permit and it's up to the immigration if they give you a permit or not.

Thank you all for your replies. I think the 24hour transit is just for the international transit area for now, unless you are eligible for 72-hours and 144-hours visa free permit. I have no history of stamps from countries not permitted to have on my passport, and also had hotel reservation during my transit that time; but it didn’t help. I tried to explain that I was not applying for 72-hour or 144-hour visa free permit, in case I was assumed to apply for this permit. I also asked several immigration officers, they checked their computers but politely told me that it is not in the system yet.

Official rules of 24 hour transit is that you must remain in the international transit area. If it did not exist you would not have even been allowed to fly to Beijing. You can apply for the temporary entry permit which is not guaranteed. Usually they will let you leave if you can provide a hotel reservation, though its typically Shanghai where no hotel = no entry permit. Any chance you have Turkish stamp in the passport? That has been one reason for denied entry permit in Beijing. Either way, they can deny permit to leave the airport for any reason and don't have to tell you why.

To add, even those with a passport eligible for 72/144 hour transit can have the same thing happen to them when they are stopping for under 24 hours.
