You didn't mention the place from where you will arrive to Guangzhou. OK, I assume that this is a place outside mainland China.
So, if your itinerary is:
X country (different than mainland China) - Guangzhou - Dubai
and your entire transit time 22 hours, you are both eligible for 24 hour visa free transit in Guangzhou. By the way, I hope you don't have any other stop within mainland China.
You also didn't mention whether you are flying on a single (through) ticket or on separate ones. If the second is the case, then you will be granted an entry permit because you will have to collect your luggage and make completely new check-in. In that case, this permit would be issued to you and you would be allowed to enjoy your accommodation and not to suffer in the transit area. Anyway, if you are on a single ticket, you can still apply for 24 hour free entry permit upon your landing in Guangzhou, however here we come to a gray zone because this entry permit is not a passenger's right, but the issuing of one is entirely upon immigration officer discretion.
