Applying for another visa after one being rejected

I recently applied for a Chinese L visa but it has been denied. I’m enrolled in a school in China to study a Mandarin Language Course and I need to apply for a student visa by end of August. If the embassy in Hong Kong rejected my L visa can I not apply for any visa for three months or does the rule only apply to L visas?

If you're enrolled in a school or college, you need to apply for an X visa (X1 if more than 180 days, X2 is fewer than 180 days).
An L VISA is a tourist visa, which isn't suitable for studying.
