You need to make it clear why your residence permit application was rejected. It's hard to say whether you can reapply again.

Hello! Thanks for your reply.
Nothing was said, they only told me I should wait and I waited until a day for the "Z" Visa to expire,I have to travel out from China to avoid over stay and since then (2010) nothing has been done about it.
But all documents are complete.
Should I reapply?
Thanks!

There has been an increase of residence permit refusals in 2019 and one can only hope it's temporary. Based on data points it seems like those who were refused are nationals of South Asian/Southeast Asian/African countries.
