If Chongqing is your only stop within mainland China, then you are definitely eligible for 24 hour visa free transit. You should have your flight tickets in printed out in hard copy ready to be shown to the authorities. You can also apply for 24 hour free entry permit upon your arrival in Chongqing, but the final decision about the issuing of the mentioned permit is entirely upon discretion of Chinese immigration authorities.

By the way, in case that you are flying on separate tickets, you will be definitely granted 24 hour free entry permit because you will have to collect your luggage and make a new check-in procedure.
