Your question is a bit unclear. Do you think about the option when you enter China on 72/144 hour visa free transit (there is no 72hr visa) and change your mind while still in China? In that case, the answer is definitely no. In case that you intend to travel through China using 72/144 hour visa free transit and exit the country, of course you are allowed to apply for a Chinese visa and to return to China with a valid tourist (L) visa. Also, if you already have L visa with limited number of entries, you can spare your entries and use 72/144 hour visa free transit instead. After the exit, you can return back to China, but you are not allowed to activate your L visa while in China on 72/144 hour visa free transit.
