Unfortunately, you will have to apply for a transit (G) visa in order to be allowed to cross the border between Hong Kong and mainland China. You cannot rely on 24 hours visa free transit because this is not allowed to any citizenship. Unfortunately, you are also not eligible for Shenzhen VOA, so a transit visa obtained in advance is a must.
One more detail... Do I understand properly that you are also arriving from Manila to Shenzhen? If I'm right and if you want to travel, after your landing, to Hong Kong, you will also have to apply for a transit (G) visa in advance because you cannot use 24 hours visa free transit between Shenzhen airport and Hong Kong and there is no citizenship that is allowed to do that. Again, you are not eligible for Shenzhen VOA, so a double entry transit (G) visa obtained in advance is a must. Please, apply and obtain this double entry visa as soon as possible to be allowed to travel with a peace of mind.
One more important detail. In order to be allowed to use a transit visa, you will have to book your train ticket in advance to be allowed to travel at all. You can take a train ticket from Futian Shenzhen railway station to Hong Kong West Kowloon. Also, you will exchange there your e-confirmation with the real paper ticket. This station is convenient because you can reach it by using a metro from the airport without a change.
Please, act immediately because this is the only option in your case and don't forget that you need a double entry transit (G) visa.
