About:Chinese Embassy in South Korea

Can apply for tourist visa to China from Seúl if also I am tourist in Korea?

Hello, I am chilean , I am in China with visitor Visa with just one entry, I am going now to Seúl and from there I will apply for a visit ViSa again to China , it is possible if I will be a visitor in Korea without ARC , apply for a visitor VISA to China ?
