Working Permit China

Hello, I will apply for a working permit B category to work in Kunming. As it is a western area of China, do they confirm 10 points into the 60 points system to get a working permit in this city? thank you

As my working experience is still less than 2 years, i need to be allocated in Working permit B category which every applicant must reach at least 60 points to get approved according to some parameters such as Study level, age, Salary, Unive University ranking etc... Western Areas of China get also 10 extra points according to this system, so I just want to confirm whether applicants to work in kunming city get this 10 points as it is considered a western city in China.
