Renew X2 student visa for another 3 months

I have a 3 month X2 visa expiring in 1 month, I need to renew/apply for a new visa to stay another 3 months.
Just clarifying that I am able to do this at any county level PBS office in China, with the right documentation? I am planning to do this in Hefei and want to make sure that I can do it from there, as to avoid going to Hong Kong or Shanghai.

Biance, you can renew it at Hefei Public Security Bureau.

Do you also know if I have to extend my visa 30 days before my current one expires? Or can I do it about a week before it expires?

Another question..
Can I do my visa renewal in Anqing? It's a prefecture level city though, not a county level city like Hefei.
