About:72-Hour Visa-Free Transit

Does a connection create a departure city ?

I am traveling from Frankfurt to Changsha but connecting via HK. I then go to HK less than 24 hours later.
Is this considered a Frankfurt to Changsha flight or a HK to Changsha flight ?

Another question, if I am in Changsha less than 1 day so I need visa anyway ?

Austin, the rule says that only the immediate points (stops) before and after your mainland Chinese destination matter. So, within the itinerary Frankfurt - Hong Kong - Changsha - Hong Kong, everything that matters is Hong Kong - Changsha - Hong Kong portion. In other words, this itinerary is not eligible for any kind of visa free transit because this is considered as a visit because there is no C country. To conclude, you will need a pre-arranged Chinese visa for the above mentioned itinerary.
