Old HK ID card issued in 1997 how to get a smart id card for HK born 1966

I hope to replace my old HK id card but have not visited Hong Kong since 1997 is it still possible to get a new smart id card.

Dear, I am afraid that you can't get a new smart one. But you can contact with Hong Kong Immigration for more details.

You can easily replace your ID card at Immigration Department HQ in HK. Keep in mind that if you hold citizenship of another country the Chinese consulate responsible for your jurisdiction might refuse to assist you (out of ignorance). Also don't forget to apply for a Hong Kong passport if you want one.
