Regardless of your citizenship, you are all qualified for 24 hours visa free transit through China because your entire transit time in China is less than 24 hours. As far as exit from the airport is concerned, you chances are very good and I mean for the entire family. You will have to apply for 24 hours free entry permit (so, there is no visa on arrival because it is a free entry permit) upon landing in Beijing and will present your accommodation confirmation in hard copy. Now, it is upon immigration authorities discretion whether they will allow you or not to exit the transit area, but I would say that they will. Anyway, in case that you want to be 100% certain that your family will be able to use the hotel, you would have to apply for Chinese transit visa in advance. In my opinion, this really doesn't pay because of relatively short time and the very good probability that you will be allowed to enjoy your transit hotel without any kind of visa. Now, it's up to your decision.
