Is it easier to get a Z-visa?

Hie guys, is it easier to get a Z-visa outside China than it is in China for non native teachers?

Personally I think it's easier to apply from your own country, but you can still have a try in China. As far as I know, non-native speakers are also likely to get the Z visa if they have a master degree, or get a diploma from an English-speaking country, or have a qualification certificate like the ESL, or TEFL.
