Taxi service at 11pm from Hangzhou Xiaoshan Airport

Hi, would like to enquire if it is easy to get a taxi at 11.00-11.30pm from airport. Secondly will taxi driver haggle on the price and refuse to use meter?

It is easy to take taxi at that time. Generally speaking, the taxi drivers don't haggle on the price.
