Use 144-Hour Visa-Free Transit TWICE

Arrive in Shanghai 3/26/20
Leave Shanghai by ship on 3/28/20 5 pm
Ship at sea 3/29/20
Ship docks in Incheon, South Korea 3/30/20 from 7 am to 7 pm
Ship at sea 3/31/20
Ship docks inTianjin, Beijing 4/1/20 6 am
Ship leaves Tianjin, Beijing 4/3/20 6 pm
Ship at sea 4/4/20
Ship docks in Jeju Island, South Korea 4/5/30 then sails to Japan
Shanghai-South Korea-Beijing-South Korea-Japan, each stop in China is 3 days or 72 hours. Can we use the 144-hour transit visa twice?

Unfortunately, you will have to apply for a Chinese pre-arranged visa. The reason is simple... You have one visit to China that is not a transit and that one is South Korea - China - South Korea. As you can clearly see this is not a transit because there is no C country. For example, your first itinerary is perfect:

US (or some other country) - Shanghai - South Korea

Here we have country A (US or some other), country B (China) and country C (South Korea).

Quite the contrary your second itinerary lacks the country C and the country A (South Korea) enters twice in the equation. Sorry...
