Yes they are, but you should keep in mind that the entire transit time within mainland China should be less than 24 hours.0

I meant to say, that Bhutanese citizens are eligible for 24 hours visa free transit. So, there is no need for any kind of visa if your entire transit within mainland China lasts less than 24 hours.0
