Chongqing or Hubei?

Hello,
I am planning a trip and need to know which province would be best suited for my travel plans.
I want to do the "Via Ferrata / Cloud Bridge in Yunyang Longgang Scenic Zone", the "Three Gorges Dam Project" and "Yangtze River Cruise"
Is it easier / faster to travel from Chongqing or Hubei Province?
