We are American citizens. Can we i tain a Chinese tourist visa while we are in Holland?

We will be attending a scientific conference in Dalian in September and need a tourist visa. We will be staying in Holland for 3 months this summer and leaving fir the conference from there. Di not have sufficient time to get visa in the US before we leave for Holland.
