Assuming that Beijing is your transit point between two different countries and with 15 hours layover you are definitely eligible for 24 hours visa free transit. This means that you can apply, upon your landing in Beijing, for 24 hours free entry permit. Having in mind that your layover is quite long, I would say that your chances to be granted entry permit are quite good. Of course, issuing of entry permit is always upon discretion of immigration officials. Alternatively, to definitely secure that you will be allowed to exit the airport is to apply for a transit visa before your travel in Malyasia. Honestly speaking I wouldn't suggest you the effort to obtain transit or similar visa because your chances to be allowed to exit the airport are really good and obtaining a visa for just 15 hours is a bit nonsensical.
