No, it isn't in case that your both layovers have combined less than 24 hours in mainland China. It is easy to calculate. You have to calculate from your first scheduled arrival at the first airport until your last scheduled departure from the second airport. If the number of hours is less than 24, you are definitely eligible for 24 hours visa free transit. Please, just have in mind to have all your flight tickets in hard copy.0
