Can a 13 year old boy get a tourist visa, without his parent as accompany

My 13 year old son studies in India. Through his school he would be traveling to Beijing to participate in a competition. There is an anticipated delay in receiving an invitation letter from the organizer.

In that case, can a 13 year old get a tourist visa so that he can join his school group while traveling from India to Beijing.
