About:24-Hour Visa-Free Transit

Visa free transit Hong Kong to Shenzhen Airport?

I have Hong Kong Permanent resident status, but UK passport.

Is it possible to fly to destinations outside China from Shenzhen airport without a passport?

By "without a passport" I assume you mean without a visa. HK-Shenzhen-third country requires a visa which can be obtained either in advance or on arrival at Lo Wu/Luohu plus a few other land/sea ports. However as a permanent resident you should qualify for a three-year tourist visa from the Chinese High Commission.
