About:240-Hour Visa-Free Transit

FRA-SHA-Zurich

is this route eligible for 144 hr visa free - a travel agency said no, because it is a trick to avoid the visa........

Travel agency relies on commission from the visa application so cannot be trusted to give accurate info . What matters is country immediately before and after Shanghai are not the same country. Even though both countries are part of schengen area, they are still considered different countries.
