About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

TWOV in Beijing

I am a US citizen. Can I fly from SFO to Taiwan to BJ to Hong Kong then back to SFO without a Chinese visa in BJ if staying < 144 hours even though Taiwan is not listed as country that can travel to China without a visa?
