Please reply. can i get new visa without NOC letter?

I studied 1 year in china but because of some reason i want to change my school so i applied in other school in china and i got admission so i came back to my country for applying for a new visa but I didn’t have NOC, so can i get new visa without NOC letter?

Generally, you can get new visa without NOC letter. But the officer may ask why you change your school during the visa application process.

Thank you sir i tried. But they cancelled my old visa and didn’t give me a new one. Now i am applying again.
