Can I go to China to look a job on a tourist visa

I want to go to China to learn Mandarin can I initially go there on a tourist visa then look for a school and convert my tourist visa to a study visa

That is okay. You can look for a school on a tourist visa and let the school give you proof of study. Then, you can switch your visa type.
