About:24-Hour Visa-Free Transit

Pull out checked in luggage first or immigration for twov?

Follow up question, i have flight on may 9, 2019 from toronto and having layover in shanghai and my final destination is philippines.. i have 24hour layover in shanghai pudong and planning to get a 24hour free transit visa in shanghai airport to go out and have a sleep in hotel.. what i am going to do first? Do i need to claim or pull out first my checked in luggages from toronto or i will go directly to immigration to ask for 24hour transit visa? Before claiming my luggage? And is it okay to have my 2 big luggages with me if im going in to hotel? Thank you and hoping for your response

I think its a through ticket because i booked it as one, my itenerary is printed on one piece of paper.. thank you

Everything depends on the type of tickets you have. Do you travel on through ticket or on separate tickets? In case of through ticket your luggage will probably be checked all the way to the Philippines and in case of separate tickets you will have to collect your luggage. In case that your luggage is not checked all the way to the Philippines, you will first apply for 24 hours free entry permit by showing your flight tickets and accommodation booking and after you are granted one, you will clear immigration. After immigration, you will collect your luggage and clear customs inspection, if they ask you to do that. After that, you are free to go wherever you want. Of course, you will have to drag your 2 big pieces of luggage and nobody will care about it and also nobody will make any problems about your luggage in the hotel too.
