About:72-Hour Visa-Free Transit

am I able to leave the airport to visit the city? would I need a 24-72 hr visa in order to do so?

I am flying to Thailand but have an 8hr layover in beijing

Its up to immigration discretion if you can leave the airport on that short of a stop. You should be allowed in Beijing as they are not as strict as Shanghai for example which would have been a no.
24/72/144 is a transit without a visa and not an actual visa. You don't get to pick which one you get. its based on city transiting and length of transit. Under 24 hour stop you only have the 24 hour option. If stop is over 24 hours in Beijing you get the 144 hour option.
